State of vulnerability in Northern Uganda

Health

Life expectancy lowest in Northern Uganda at 44.3 years compared to national average of 59 years. While the level of urban sanitation at the national level remains low a 35%, mortality rates at 210 per 100,000 and Under-five mortality rate at 66 per 1,000, northern Uganda scores far below these national averages.

Education

Lowest literacy rate in northern Uganda is highest with teacher-pupil ratio at 70 relative to national overage of 58. Rates of school drop-out remains very high and rate of completion of primary school remains far below the national average, worst case being on girls.

Poverty

Poverty level remains highest in the country at 43.7% in Northern Uganda, more than twice the national average. The persistence of poverty is more rampant in the northern region where 26 percent of all the chronically poor reside.

Climate change

The high prevalence of climatic shocks have disproportionately affected the poorer northern and eastern regions, hence creating inherent insecurity for smallholder farmers’ reliant on seasonal rainfall for production – a key limitation to agricultural productivity improvements, rendering agricultural production unpredictable and inefficient.

Disability

While persons with disability constitute unto about 10% of Uganda’s total population, Northern Uganda is believed to have higher disability rates because of war-related injuries and limited access to treatment.

Children vulnerability

The Northern region registered the highest proportion (43%) of vulnerable children.
