Theory of Change

CEfAD uses Theory of Change to guide the organization’s practice throughout the project cycle management, including planning, implementation, and monitoring and evaluation, so that programme processes are linked to desired changes and identified necessary preconditions. CEfAD underscores the fact, in order for programme change to happen, there is need to understand the process of change itself by creating causal linkages between short-term, intermediate, and longer-term outcomes.  CEfAD Theory of Change is articulated to show this causal pathways for delivering programme outcomes as well as the pathways to transition the outcomes to delivery of the ultimate organization’s mission.

To CEfAD, a Theory of Change is the articulation of the underlying beliefs and assumptions that guide a service delivery strategy and are believed to be critical for producing change and improvements in the following specific ways:

  • To help programme staff and partners better understand the logic and assumptions linked to each programme design
  • To promote results-based management programming with focus of change on outcomes while considering outputs as immediate deliverables of processes or actions.
  • To help program staff better understand the kind of monitoring and evaluation information they need to make evidence-based decisions.
  • To provide a basis of monitoring and evaluation, both from the view point of individual programmes and portfolio evaluation linked to overall organizational mission

Create a theory of change with the community to create focus on results for community project, through: clarifying goals, identifying strategies for change, creating ‘’so that’’ chains, identifying pathways to change, testing the logic and relevance of the ToC and articulating the assumptions.
